		<description>In 1980s California wanted antennas on all engine controllers for reporting EPA emission violations while driving.  Original CA OBD2 design included radio system to communicate with dealer diagnostic computers &amp; CA EPA, perhaps also with state police and ??  In 1996 OBD2 became standard in US cars without antennas.  Did OBD3 sneak in?  Now we have AM-FM-satellite radios integrated with body controller and drive train controllers, why should we think no transmitter is included?

It would be simpler to put a GPS receiver &amp; cellular transceiver in your rear view mirror for agency use.</description>
